Name this supernatural movie/tv series from a REALLY vague recollection?

Okay... So there's this film that's been bothering me for AGES. It
played on television in the US in the early to mid 90s -I'd say
92/93ish, and was a cop/supernatural comedy show. This cop in some
stereotypical spooky city (I expect it was meant to be New Orleans)
has to investigate stereotypical spooky things. He had a female
friend/partner, which makes me think it was a comedic X-Files rip-off.

The only scene I really remember, though (I had to have been four or
five at the time) was the cop and the girl in a cemetery, dealing with
a ghost who was big and grotesque (he may've even been dressed as a
giant baby --- I really only remember how wierded out I was). The
ghost comes out of a mausoleum, or is forced back into it
or....something.

If it was a series, I dont't think I saw more than the one ep, and it
definitely played on one of the Network stations. (We didn't have
cable.)

So...help? anyone? This is really driving me bananas.
